Gold Dust Gun Give Goldbug a range combat action. After actions resolve, you may choose to give an action token to all hit characters and all characters adjacent to them. If you do, heal those characters 1 click for each action token on them.
Is the healing in the second part of Gold Dust Gun dependent on choosing to give the action tokens, or on the characters actually being given action tokens as a result of the power?
For example, if my Goldbug attacks character X with 2 action tokens who is adjacent to character Y with 0 action tokens, and chooses to give an action token to all hit characters and all characters adjacent to them, will character X still heal 2 clicks even though I couldn't actually give it an action token?
