NEUTRALIZER: Once per game, when Forge hits with a range attack, you may choose that the hit character can't use standard or special powers until it clears action tokens.

If I hit multiple characters with a range attack, can I use this trait? If so, does it apply to all hit characters or just one?

Yes.
