The Liar (Mandarin Ring)
Indestructible Equip: Any Unequip: KO EFFECT: Mind Control. Equipped character's minimum range value when using Mind Control, Outwit, or Perplex is 10. Equipped character may be equipped with a second object if it's also a Mandarin Ring.

If I'm playing a character equipped with The Liar ring against Leonardo da Venom and I try to use Outwit, what would my range for it be?

If an effect would have both a maximum and a minimum apply, the maximum takes precedence. In the provided example, the character's range for Outwit would be 4.

Note that this interaction is not specified in the current rules, but will be how the interaction is ruled and will be clarified in a future rulebook update.
