GotG Holiday 010 Yondu has the following trait:

DON'T COME AT ME WITH NO GIFTS! When an opposing character would be equipped or starts the game equipped, roll a d6. If Yondu is on a themed team, increase the result +1.
[5-6]: Remove that equipment from the game.

WK23-002 Scott Porter has the following trait

COUNTING ON THE COMMUNITY If Scott Porter is part of a themed team, he starts the game with 3 Community tokens. // If Scott Porter has any Community tokens, once per turn you may reroll any roll. If you do, after resolutions remove a Community token from Scott Porter.

If Yondu's trait triggers at the beginning of the game, can Scott Porter use his trait to reroll it?

Additionally, can Scott use that trait to reroll the roll to determine first player?

No and no. Scott Porter's effect can only be used during player turns. Since, both effects are resolving before players would be taking turns, his effect could not be used.
