Poison. // When Poison Ivy uses Poison or makes a close attack she considers characters occupying or adjacent to squares with friendly Plant terrain markers as adjacent to her.

Swim
If this character occupies water terrain, it can’t be targeted by opposing characters unless they are within 4 squares.

If Poison Ivy uses her trait, CHOKING VINES, can she attack a character occupying water terrain that has the Swim ability, assuming that character is more than 4 squares away from Poison Ivy but adjacent to one of her Plant Terrain markers?

No. The character with the Swim ability is checking to see if Poison Ivy is within 4 squares. Since Poison Ivy is not within 4 squares of that character, they could not be targeted by the attack.

Note that Poison Ivy could use Poison on that character as that effect does not target.
