For this effect, is it opposing characters, collectively, so there's only 1 free action for all of them for the whole turn or Is it EACH opposing character getting to use only one free action per turn?

The opposing force may only be given 1 FREE action during their turn. Once a character on your opponent's force has been given a FREE action, no other character on their force may be given a FREE action during their turn.
