PIXIE DUST: Pixie can use Smoke Cloud as a free action but places only 1 hindering marker. Characters occupying this hindering marker modify their defense values by -1 in addition to attack values.

SMOKE CLOUD Give this character a power action; place up to 6 hindering terrain markers in distinct, adjacent squares that are all within this character’s range (minimum range value 4). At least one of the terrain markers must be within line of fire when it is placed. The terrain markers remain until the beginning of your next turn. Characters that occupy these terrain markers modify their attack value by -1 unless they can use Smoke Cloud or ignore hindering terrain for line of fire purposes.

Do characters who ignore hindering terrain for line of fire purposes or can use smoke cloud still get the -1 defense?

Pixie's effect adds additional effects (-1 to defense value in addition to -1 to attack value) to the use of Smoke Cloud. All additional rules of Smoke Cloud remain. If the character occupying one of Pixie's Smoke Cloud markers can use Smoke Cloud or ignores hindering terrain for line of fire purposes, then it would not get -1 to its attack or -1 to its defense.
