Does he increase the d6 result by 1 for every character that is within 3 with the Metal Men keyword?

No. The Impervious roll result is increased by 1 if there is at least one friendly character within 3 squares that has the Metal Men keyword. Additional characters meeting the requirement will not increase the result any further.
