Precise Optic Blast Cyclops can use Force Blast. He can use it as a free action if he has no action tokens. Anytime he knocks a character back, he may choose the direction of the knockback.

Does the underlined portion mean that Cyclops can cause knockback toward himself?

Yes. Cyclops can choose to knock back the character in any direction, including towards himself. Note that the knock back direction must still be a direct line.
