Viki Vale has the following Trait

THE WORLD NEEDS TO KNOW: YOUR COMMENT: At the beginning of your turn, you may choose an opposing character within 4 squares and line of fire. Until your next turn, that character's combat values can't be replaced and can't be modified to be higher than its printed value.

Does the effect prevent the chosen character from just replacing it's combat values period, or can it just not replace to a value higher than its printed value?

When calculating its combat values, the chosen character can't have have a final calculation be higher than its printed value when applying replacements and/or modifiers. It can still have its calculated combat values be lower than the printed value when applying replacements and/or modifiers.
