ALL COLORS ARE CONTAINED IN ME:
At the beginning of the game, choose the color of a standard power. UNIQUE MODIFIER - Opposing characters' dials displaying a power of the chosen color modify their defense value by -1. (UNIQUE MODIFIER - Characters can only be modified by one effect of this name.)

Question:
Does this include special powers that allows a character to use the chosen standard power ?

No. The chosen color must visibly appear on the combat dial in order to be affected by Crazy Quilt's trait.

Note that the color white can't be chosen as it is not the color of a standard power.
