BOB, YOU'LL BE MY PARROT: Other friendly characters have the Pirate keyword. At the beginning of the game, place adjacent a Parrot Bob bystander.

So when Pirate Deadpool gives friendly characters the Pirate keyword, does this happen when building your force or when the game starts and all characters have been placed?

The effect does not specify it occurs during force construction so it only applies once he is on the map and the game begins.
