If a character is equipped with Gungnir and is also holding an object, can you still choose to use Gungnir as the held object?

No. Normally a character can not hold more than one object at a time. If the equipped character is holding an object, it can't use Gungnir's effect as it would cause the character to be holding two objects, which is not allowed. The equipped character must not be holding an object in order to use Gungnir as the held object in an object attack.
