PLANT POWER: Mind Control. When Poison Ivy uses it, she has and after resolutions she may remove up to 2 Bombshell tokens to give an equal number of action tokens to her hit targets.

If Poison Ivy targets two character with Mind Control , and uses two Bombshell Tokens does she give both targets two action tokens or does she distribute the two action tokens between the two targets?

Each hit target is given action tokens equal to the amount of Bombshell tokens she removes. If she removes 1 Bombshell token, each hit target will get 1 action token. If she removes 2 Bombshell tokens, each hit target will get 2 action tokens.
