A REALLY GOOD LAWYER Perplex. When Matt Murdock uses it to target an opposing character, that character's combat values can't be positively modified or replaced until your next turn.

If Matt Murdock targets an opposing character with Perplex and his special effect applies to them, will that character halve their speed if they use a power like Charge or Running Shot?

No. Dividing (or multiplying) is a replacement effect.
