General - Disabling Elite Talents

Can elite talents be disabled by O'Brian, Kirk, or anything else that says "disable 1 (or more) upgrade"?

Yes, an Elite Talent is a type of upgrade. They may be disabled by O'Brien, Admiral Kirk or anything that says disable 1 (or more) upgrades.
