If a character die is fielded after the action is used with the **, would that character also gain Range 1? Or, should the ** effect only apply to characters that were in the field at the time the action is played?

Any Character die fielded after this Action die ability is used would not gain Range 1.

Bat-Signal – Urban Legend’s ability is not persistent. When it is used, it checks the game state (i.e. active dice that are eligible to gain Range), applies its ability appropriately and is resolved. Therefore, the burst ability will only apply to Character dice that are active when the Action die is used.
