How many cards are required for a tournament team?

In the starter box, I noted that the rule said that a team could be made up of 'up to' eight cards.
A. Does that include the basic action cards, and
B. Does that mean a team can be made up of fewer than eight cards?
Purpose being to put more dice on any given card.

A) No, it does not. You must use 2 Basic Action Cards.
B) Yes. You don't even need to use all 20 dice if you don't want to.
