Your ship may perform a [TARGET LOCK] or [SCAN] Action as a free Action each round.

Gul Dukat (Koranak):
Your ship may perform an [EVASIVE MANEUVERS] or [BATTLESTATIONS] Action as a free Action each round.

No, in this scenario, your Captain is not Disabled for card Text purposes.

But note:

An Admiral on the ship will flip to it's Captain side when the Captain card is flipped.

If you do not have a face up Captain Card you may not use any of your Elite Talents.

No, but note that the card underneath Quark has no game text and no way to be revealed while Quark is disabled.
