The card is worded: "ACTION: Discard this card to target all other ships within range 1-3 of your ship. Target ships must discard all tokens that are placed beside their ships except for Auxiliary Power Tokens...only be purchased for a Species 8472 ship."

No, in this scenario, the Bio-Electric Interference and other cards with similar wording would not remove SBT tokens.

If you move and your ship is within Range 1 of two Subatomic Bacteria tokens can you remove both tokens from the play area even though your ship can only add 1 Subatomic Bacteria to one ship per round?

If you can only remove 1 token from the play area, which token do you remove?

TUNNELING NEUTRINO BEAM
DURING THE ACTIVATION PHASE instead of performing its action as normal a ship may perform one of the following actions:

ACTION: Target a friendly ship at range 1 (or your ship). Target ship removes one SBT from its ship card. Place an auxiliary power token beside your ship and the target ship (only 1 if your ship is the target ship)

OR

ACTION: Target a friendly ship at range 1 (or your ship) and roll 3 Attack dice. Remove 1 SBT from the target ship's Ship card for each [hit] or [critical hit] result.

Can both these actions be performed by the same ship in the same turn by using Martok's free action?

Polarized Hull Plating states "When your ship is hit, convert 1 (critical) to 1(hit)."

If you roll say two CRIT results when rolling for the SBT damage, does Polarized Hull plating turn that CRIT into a HIT?

In this scenario, no.

Polarized Hull Plating normally works during a step in the attack phase and this damage takes place outside of an attack.

In this scenario you would only remove the nearest Subatomic Bacteria token.
