0: Range 4. After resolutions, give hit characters an action token and Kanjar Ro a Gong token.
1: Range 8. After resolutions, give hit characters 2 action tokens and Kanjar Ro a Gong token.
2: Range 16. After resolutions give hit characters 2 action tokens, remove all Gong tokens from Kanjar Ro, and hit characters have Immobile until your next turn.
Can Kanjar Ro activate Pulse Wave with no opposing characters to attack, in order to get the After Resolutions effect of getting a Gong Token?
