Does this mean that opposing character cannot be place INTO his range, cannot be removed from the map in order to be placed somewhere else, or both?

Does this mean that opposing character cannot be place INTO his range, cannot be removed from the map in order to be placed somewhere else, or both?

Characters within Doopool's range can't be removed from the square they currently occupy to be placed into a different square.
