General - Non Action text multiple times?

23. All cards that contain non-ACTION text abilities that are optionally triggered by a player may only be used once per round per ship per card.
a. Cards with continuous effects may affect multiple dice rolls in a round.
b. Cards that state “each time” OR “every time” OR “When defending” OR “When Attacking” may be used multiple times per round.

How does this work with the Klingon Flagship?

When attacking, all other friendly Klingon ships within range 1-2 of your Flagship may convert 1 blank result into 1 (hit) result.

Each ship may use the text ability on the card for every attack.

What about "Whenever you attack," as in Captain Jean-Luc Picard's text? (USS Enterprise NCC-1701-E version):

"Whenever you attack a ship of that faction, you may roll 1 less attack die to add 1 [CRIT] result to your roll..."

Any card that states a similar statement to "when attacking/defending" or "anytime you attack/defend" may be used anytime you attack or defend.
