Would Sulu trigger a free Target Lock on Riker? Or would he would trigger a copy of whatever the free Action from the Action Bar would be?

Sulu would not trigger Mirror Universe Riker's card text. First, Sulu is doing an action that is uniquely his own (that results in a target lock and a free action) and Mirror Universe Riker would not trigger off the following free action because Riker does not trigger from Free Actions.
