Yes. If no duration is specified, a triggered effect will resolve as soon as its triggering event resolves. In this example, the trigger is hitting multiple characters with a range attack that deals damage. The effect will apply only to the damage dealt by that hit of the range attack as the "hit" is the trigger and the 'hit" will resolve after calculating damage, dealing that damage, and applying any effects that alter or reduce that damage. Any damage dealt after the “hit” resolves (such as knockback damage) will not have the effect apply to it since the "hit" has resolved.
