Deep Space Nine - Elim Garak

This question comes in two parts.

Elim Garak: "... If Elim Garak is ever disabled or discarded, you cannot use his [ELITE TALENT] upgrade"

1. Does this text mean that Garak's ET upgrade cannot be accessed only while he is disabled, or does it mean that if he becomes disabled for any reason his ET upgrade is now lost forever even if he is subsequently re-enabled?

2. What happens to Garak's ET upgrade if Garak leaves the ship for whatever reason (i.e. assimilation, stolen, sideboard etc.). Does the ET upgrade move with him, or does it remain attached to the original ship? If the latter, is the ET upgrade still accessible to the ship's owner and does it continue to track Garak's disabled/discarded status?

1. Garak keeps his Elite Talent while disabled, but his ship not use it. Once reenabled Garak's Elite Talent is available to his ship.
2. Garak's Elite Talent is assigned to the ship and does not follow him if he is moved or stolen. If Garak was removed, the ship would not have access to the Elite Talent unless a new crew member or Captain had an additional empty Elite Talent slot. The Elite Talent does not track Garak's disabled/discarded status.

May I use Garaks Elitetalent íf the captain of the ship becomes disabled?

Yes, but note that you must designate which elite talent is provided by Elim Garak at the begining of the game.

If the ship Garak is on draws the "Injured Captain" damage card which says that you cannot use your captain's text or any of your [TALENT] upgrades, can Garak still use the talent that is assigned to Garak?

No, Elim Garak's card does not have any text that would allow you to use his Talent when the Captain is under the effects of the "Injured Captain" damage card.
