General - Faction Mixing and OPs

On page 21 of the rulebook, the following is stated, emphasis mine:

If all players agree, then each player may play with ships from multiple Factions. Players may even combine Captains and Upgrades from multiple Factions on the same ship if they are willing to pay the Faction penalty...

If am I am playing in an Organized Play event, and my opponent is playing with mixed-Faction ships, captains, and/or upgrades, can I request that he modify his fleet to exclude them?

The rules of tournaments are posted beforehand and you are agreeing to them by participating in the tournament. Once a TO has agreed that a fleet build sheet is legal, you may not request a change in your or your opponent's fleet unless it is an illegal build.

This line in the rule book is specifically targeted for home play and house rules. This is not applicable to official tournaments.
